Users who read and don't write

I would like to encourage users who read the forum and haven't written for a long time by moving them to a secondary group with restrictions.

I would like to have a function that makes it mandatory to have a certain minimum number of messages to be written in a month to ensure presence in that specific group

Is there any plugin that can do this?
