Users receiving update notifications for resources they aren't watching

A user reported that they received an update notification "X updated the resource Y", but the only interaction they have had with that resource was to view its overview page. They haven't commented, rated, or watched the resource.

Is there some other trigger that will send this type of notification, or should I be looking for a bug or addon conflict?
