User criteria "pageviews"

Hi

I wish to make notification (Communication -> Notices) to suggest guests to register on the forum.

But this has to be delayed a bit. Ideally, I would like have this to show after "User has opened 20 pages" (page views).
But I cannot find an addon for this.

Any ideas?
