So, I noticed this a few days ago but waited for an updated build before filing this bug.
I usually add tags in bulk as in I create them in a text file separated by commas and copy pasting the whole string of text. Works fine on 2.2.x. Right now on 2.3, the tag field does not expand at all. Even if you add the tags manually at the moment. They overflow. Not a big issue. Just a FYI. Cheers.
