Resource download speed restriction / limitation

Regretfully, despite my best efforts, no addon for downloading speed restriction or limitation has been made

My goal is to avoid having my server overloaded as that would consume more bandwidth and it would be better to avoid high-speed

If someone made this add-on request, I would pay
