Payment profiles not being recognised

I've had a couple of members wanting to upgrade their accounts, when they try to they get this message:

'Oops! We ran into some problems.
Please choose a valid payment profile to continue with your purchase.'

I get the same thing when I test it.

I've created a new paypal profile, put int the info from paypal and there's not change.

This has also affected the stripe profile, that's not available either.

We upgraded to 2.3.4 a short while ago.

Any pointers to what I should be looking at...
