Moderators can set threads to noindex

Moderators with permission manageAnyThread can set threads to noindex.

This a pretty destructive operation, almost like soft-deleting a thread which is guarded by its own permission.

Unlike soft-deleting threads though (where a deletion notice is shown and members will notice when threads are not longer available) there is no indication when a thread is set to noindex, only moderator log documents this so such actions might go unnoticed for a long time (until search engine traffics...
