Failure to Upgrade from 2.2.16

I've been trying to upgrade my forums to 2.3.2 from 2.2.16 and the process is hanging on /install/oc-upgrader.php

It keeps saying:

Upgrading...Verifying and copying files

And then redirects to a file not found error. I verified oc-upgrader.php is there.

I'm running PHP 8.2.21

Thoughts?
