Download Button =- No permission to download

after the upgrade, I noticed that the download button is grayed out with a a no permission to download attached. I spent quite a time trying to figure it out. all permission is set to download as a admin, even checked as a member. not sure what else to look for, even clearing cache and re-uploading file, did not do the trick.

any help would be helpful
