Cookie consent popup and footer ads

Hi there. Our website currently has a fixed footer ad and this is interfering with the cookie consent popup. Can this pop up’s appearance be edited so it appears in the center of the screen or another an alternate position? Thank you!

Alternatively, is there a way to include a link to cookie consent in the footer, and users can click this for a pop-up to opt in or out of certain cookies?
