A way to limit the size and dimensions of Avatar and Cover.

I tried looking for the option on the Dashboard and couldn't find it. I would like to limit the size and dimensions of avatars uploaded by members.

This setting is different from attachments (which can have a larger limit on an image). But I believe there should be an option for avatars to have "exactly" X size/dimensions or "up to" X size/dimensions.

The same would work for the cover. This would prevent members from uploading very large images unnecessarily.
