How do you make a user an administrator?

I needed to create a new admin because I'm having work done on my forum, but the new user has no admin powers. But they do have the Administrator banner under their name. I made sure to put them in the Administrator user group, and gave them the correct permissions. I see no reason why they shouldn't be able to see the admin bar at the top.

Can someone post the full path to making someone an admin? I must be missing some setting that's hiding in there somewhere. Thanks
