Smilies not parsing inside CSS tags

Can anyone advise why smilies may not parse inside CSS tags? Such as [CD] or [CSS_DIV].

You can see in the attached screenshot that only some smilies seem to parse sometimes, but not all the time - others do not, despite using the correct shortcut.
