ACP Upgrade Notice should be able to be Dismissed or Skipped

Following on from ... Implemented - Available Upgrade notices should appear on admin home and Lack of interest - "Skip this version" and Lack of interest - Add-on notice is not dismissable

... the XF ACP upgrade notice should be able to be either dismissed or version skipped.

Is this behaviour, not being able to dismiss it other than upgrading, the sort of precedent/example that add-on...
